This window has been recently introduced as a flexible funding window aimed at facilitating quick response to emerging strategic issues that will contribute to influencing institutional reforms in Malawi. The main difference is that the other funding windows rely on longer application and approval processes before actual funding takes place and therefore tend to miss the possible tipping points within the tide of change. This window will enable the Tilitonse Fund to respond quickly to civil society demands in relation to emerging strategic governance issues. This window is guided by a clear criteria that supports the achievement of the four overall Tilitonse programme outputs. The proposed activities would be such that they cannot wait for the normal call to be issued, should have requisite characteristics to influence change on a given governance issue or to prevent a governance situation from becoming worse if no action is taken. Further, the emerging governance issue should be of national importance and clearly be in need of a ‘Rapid Response’ such that any lengthy process would result in the opportunity being lost.
Through this window, unsolicited proposals are received through-out the year provided the issues at hand satisfy the criteria.
