This window was introduced during the Inception Phase considering the design of the programme had taken longer than anticipated. Potential grantees were identified by a scoping exercise carried out by the Secretariat with guidance from the Management Board. The scoping study consulted more than 25 CSOs out of which 18 were invited to submit concept notes. The timetable for submission and evaluation of concept notes and proposals was condensed with the underlying assumption that most of the CSOs had the capacity to prepare and submit at short notice. A total of 15 CSOs submitted concept notes. The concept notes submitted were subjected to a competitive evaluation process and eleven applicants were invited to submit full proposals. The proposals were evaluated by an internal assessment committee using pre-defined evaluation criteria that led to the selection of 7 proposals for funding. The signed Grant agreements amount to a total of £1,492,436.
